2011 Census was an exemplar programme to the Cabinet Office and Treasury, operating at a time of austerity across the UK. Augmentas was proud to provide commercial and operational expertise in assisting Office of National Statistics deliver this flagship programme on time and under budget.
Our Subject Matter Expert (SME) was retained as Lead Commercial Advisor in the development and implementation of the commercial strategy to outsource a range of services in support of the 2011 Census. Many of these services had never been outsourced in previous censuses and the market was unfamiliar with the complexities of running a legislatively-bound time-critical programme.
While the delivery team fully understood the requirements of a census, a significant strength for outsourcing successfully, the bundling and procurement of a range of services on this scale had not been undertaken by ONS previously. There was no strategy in place at the time for this stream which totalled £200m.
- Commercial expertise to design the procurement strategy for all outsourcing.
- Procurement expertise in leading an in-house team to acquire specialist services from the private sector, using nearly every procurement route.
- Programme expertise to establish a class-leading PMO and PSO framework, whose principles and processes were adopted by the wider organisation.
- Operational expertise in leading and supporting the delivery of the Census, and all 40,000 part-time employees required to knock on all of those doors!
